البحرين تعزز من إجراءتها في مكافحة التجارة غير القانونية بالحياة الفطرية (البرية)

يعمل المجلس الأعلى للبيئة ممثلاً في إدارة التنوع البيولوجي (الحيوي) في مملكة البحرين وبالتعاون مع الصندوق الدولي للرفق بالحيوان (IFAW) على بناء القدرات الوطنية المعنية بتنفيذ إتفاقية التجارة الدولية بالأنواع النباتية والحيوانية البرية المهددة بالإنقراض (CITES) وذلك من خلال ورشة عمل تدريبية لمدة ثلاثة أيام تبدأ في 7 ديسمبر، حيث ستركز على تعريف المشاركين بمجموعات الأنواع الفطرية (البرية) الأكثر تعرضاً للتجارة عموماً والتركيز على الأنواع المستهدفة في المنطقة (والمشمولة بالإتفاقية المذكورة  وكذلك من خلال تزويدهم بالمعرفة والمهارات اللازمة لمنع الاتجار غير القانوني بالحياة البرية عبر المنافذ الحدودية الدولية ونقاط التفتيش المحلية في البحرين.

 

ستقدم ورشة العمل التدريبية تعريفاً بإتفاقية السايتس (CITES) التي انضمت إليها مملكة البحرين في العام 2012 – وآلية تنفيذ هذه الاتفاقية الدولية بين الحكومات لضمان أن التجارة الدولية في عينات الحيوانات والنباتات البرية لا تهدد بقاء هذه الأنواع. حيث سيتم تزويد المشاركين بالمواد والتمارين التي ستدعم معرفتهم في تنفيذ بنود هذه الاتفاقية والتشريعات الوطنية المتعلقة بها وإجراءات اصدار التراخيص اللازمة. وعلاوةً على ذلك، ستقدم الورشة أمثلة عن حالات تهريب سابقة ضمن هذا المجال لتطوير المهارات للتغلب على التحديات التي قد تنشأ أثناء عمليات المصادرة أو الحجز.

 

أنجز IFAW أكثر من 75 ورشة تدريبية في دول الشرق الأوسط وشمال أفريقيا، كما ذكر الدكتور أكرم عيسى درويش، مدير البرامج الإقليمي في IFAW : إن مضمون المواد التدريبية والطرائق التي نستخدمها تختلف من ورشة إلى أخرى وذلك اعتماداً على التحديثات التي تجري على قوائم الاتفاقية من خلال كل مؤتمر أطراف يعقد في هذا الشأن واعتماداً على مكان انعقاد التدريب لأن الأنواع الشائعة في التجارة تختلف حسب الأقاليم والدول. وتابع قائلاً: " تُبْرِزْ دوراتنا التدريبية أهمية مشاركة مختلف القطاعات والإدارات في مثل هذه الورشات مما يعزز التنسيق والتعاون مستقبلاً على المستوى الوطني كما يساعد في بناء هيكل عمل مشترك في حالة عمليات الحجز والمصادرة وتحديد المصير النهائي للكائنات الحية المُصادرة أو مشتقاتها وأجزائها".

إن اهتمام البحرين بالحفاظ على البيئة والحياة الفطرية أمر مألوف، فقد انضمت مملكة البحرين إلى اتفاقية المحافظة على الحياة الفطرية ومواطنها الطبيعية في دول مجلس التعاون لدول الخليج العربية في العام 2004، كما انضمت مملكة البحرين إلى اتفاقية CITES في العام 2012م، وإلى اتفاقية التنوع البيولوجي عام 1996، كما انضمت مؤخراً إلى اتفاقية CMS. وإلى جانب ذلك فهناك العديد من التشريعات الوطنية البحرينية كالتشريع الوطني لتنظيم الاتجار الدولي بالأنواع المهددة بالإنقراض وإمعاناً في تنظيم التجارة المحلية والدولية فقد كان للبحرين قصب السبق مؤخراً بأن تكون أول دولة في المنطقة تقوم بإصدار تراخيص السايتس الكترونيا وفق نظام الكيو كود الرمزي.وكذلك تنظيم الصيد وذلك لحماية الأنواع المقيمة أو المهاجرة أو الزائرة مع التشدد خاصة فيما يتعلق بحماية الأنواع المهددة بالإنقراض.
